The Higher Institute for Security Studies (HISS), established in Mogadishu in 2019, is a government-run institution dedicated to advancing Somali national security through academic programs, language courses, and specialized training.
As a key resource for Somali security strategy, HISS provides government agencies with essential counsel, analysis, and research to address pressing security and strategic needs, aiming to serve as the nation’s central hub for developing future security leadership.
